Details
Cabonne Shire Council (CSC) have commenced the journey of ‘Electrifying Cabonne’, making smarter use of existing electrical connections and replacing fossil fuelled plant and machinery with their modern, electric alternatives.
Central to this strategy is investment in solar powerplant in the order of 2.2 MWp with a DC coupled BESS at the Eugowra Sewerage Treatment Plant. The powerplant will generate electricity from a ~2ha solar field made up of fixed-mount photovoltaic modules.
The project has development approval to use the Jurchen Technologies to Peg™ E\W ground mounting system for solar PV modules. The respondents must put forward solar modules that have been approved to be used with this substructure.
This purpose of this RFT is to select a reputable Tier 1 supplier for the solar Photovoltaic (PV) modules.
Council wishes to procure the modules for the project in quarter one of calendar year 2025 for delivery in quarter two of 2025.

For Monofacial panels, we meet all the technical requirements; however, the glass thickness is above 2mm, and the overall thickness of the panel is 35mm. Would this be acceptable, or would you prefer Bifacial panels?
For Bifacial panels, we meet all the technical requirements, but the weight exceeds 30kg. Would this be suitable for your specifications?

A: Yes. Panels which deviate will be considered, provided that they are included in the Jurchen Technologies certified modules list.
Q: If panels meet all technical criteria but exceed a weight of 30kg, will they be acceptable?
A: Panels over 30kg will be considered but proponents should consider the practical impacts of exceeding this threshold.

Good Morning,
In reference to the requirement of ISO 9001: Quality Management System and ISO 14001: Environmental Management System to be held by the tenderer, is this required of the supplier or just the manufacturer?
As a distributor we do not hold these accreditations but some of our manufacturers do. Therefore, the tendered/provided panels would be manufactured under these these requirements but as the tenderer/distributor we don't carry our own certifications.

Manufacturer. The intent is to identify factors that improve confidence in the product (panels). That said, it would be advantageous for the supplier to indicate how they manage the process of procurement and supply to ensure the product maintains its integrity and is not diminished in any form.

Jurchen Technologies have advised the uplift pressure is -1128Pa. This is based off the preliminary designs and a module that is 1961x1134x30mm.

Hi
In respect to shipping to site. Panels can be shipped on pallets or in containers. Containers left on site would attract a holding fee, the value of which would depend on how long they are required to remain on site for, which is unknown.
Please confirm that a single palleted shipment is acceptable.

Hi,
Palleted shipment would be acceptable. Delivery by container would be fine as well, however we'd be looking to unload them upon delivery so the containers could be returned immediately. In either case we'd need to coordinate with the supplier and Council staff or a local contractor to assist with unloading.
