Balranald Shire Council (BSC) invites Expressions of Interest (EOI) from suitably qualified and experienced Valuation firms to undertake a physical revaluation of a broad range of infrastructure and assets, including:
• Land (Operational & Community)
• Buildings (specialised and non-specialised),
• Other Structures
• Transport assets (Roads, Bridges, Culverts, Footpaths, Kerb & Gutter, Aerodromes)
• Stormwater Drainage
• Water Supply
• Sewer Services
over a 5-year rolling period. The purpose of this revaluation is to ensure that all asset classes are appropriately comprehensively valued in line with current market conditions, accounting standards, and legislative requirements.
Balranald Shire Council is located in the south-western district of NSW, approximately 850km southwest from Sydney and 450km north of Melbourne. It covers an area of 21,699 square kilometres, therefore physical inspection to revalue assets will be a time-consuming task.

• A brief company profile, including expertise and experience in asset revaluation services, particularly for local government entities.
• Details of the team and qualifications of the individuals who will be involved in the revaluation process.
• A summary of the methodology to be used for the revaluation of each asset category.
• A proposed timeline for the completion of each asset class, and the overall 5-year rolling period.
• Council requires that comprehensive revaluation should be undertaken no later than 31 March, each year with draft reports provided by 30 April.
• Details of any relevant experience with similar projects, particularly with local government clients.
• A general fee structure and estimated costs for the revaluation of all asset categories over the 5-year rolling period.

2. Scope of Work
The scope of the revaluation services includes, but is not limited to, the following tasks for each asset group:
2.1 Land and Buildings
• Valuation of all council-owned or controlled land and buildings, including community centres, public amenities and community land.
• Application of appropriate valuation methodologies based on the asset type and usage
2.2 Other Structures and Stormwater
• Valuation of other public structures such as parks, recreational facilities, stormwater drainage, and flood prevention infrastructure.
2.3 Transport
• Revaluation of roads, bridges, aerodromes and other transport infrastructure.
• Assessment of current condition, serviceability, and valuation, fair value, construction costs, and market conditions.
2.4 Water and Sewer Assets
• Revaluation of water distribution and treatment infrastructure, including pipelines, reservoirs, and treatment plants.
• Revaluation of sewerage systems, including treatment plants, pipes, and lift stations.
2.5 Rolling Revaluation Process
• Council will require a comprehensive valuation, including onsite physical inspection, on each asset class on a rolling annual basis, with desktop valuations provided in alternate years over the contracted 5-year period
2.6 Reporting & Documentation
• Provide detailed reports for each asset class, including statement of methodology
• Ensure all valuations meet relevant Australian Accounting Standards (AASB116 Property Plant and Equipment and AASB13 Fair Value Measurement and AASB 2022-10) and other legislative requirements.

Hello
Does Council have a Revaluation schedule of which asset classes are to be valued in which year? Could Council also please provide asset registers, or an asset count for each class? This will enable an accurate estimate of time required to complete the inspections and research.

Thanks for the questions.
At this stage, BSC has only planned to complete Road Assets (sealed and unsealed roads) this year. With the remaining asset classes to be discussed with the successful applicant to work out an efficient schedule.
Council can provide the registers for each asset group.
