Encompassing the member councils of Burke Shire Council, Carpentaria Shire Council, Cloncurry Shire Council, Doomadgee Aboriginal Shire Council, Flinders Shire Council, Kowanyama Aboriginal Shire Council, McKinlay Shire Council, Mount Isa City Council, and Richmond Shire Council.

1) Are any of the lagoon structures within the scope 'regulated structures'? If so, please indicate their locations.
2) Can you please provide a brief overview on the lagoon material types to be inspected, i.e., # HDPE-lined lagoons, # clay-lined lagoons, # concrete-line lagoons, etc.
3) How many sites have baseline information or TIN files available for the empty structures?
4) Please indicate when the sites were they last desludged, if known.
5) Please indicate which sites have onsite access to fresh water available for washdown? If no on site water is available, please provide the approximate location of the nearest standpipe (commercial supply)

Answer - All of these ponds are operated under an EPA permit(Regulated). All lagoons locations have been detailed in the tender package.
2) Can you please provide a brief overview on the lagoon material types to be inspected, i.e., # HDPE-lined lagoons, # clay-lined lagoons, # concrete-line lagoons, etc.
Answer - We do not have the full details of liner types. However it is expected any of the mentioned liner types could be encountered
3) How many sites have baseline information or TIN files available for the empty structures?
Answer - As most of these structures are quite old, there aren’t TIN files/CAD models available.
4) Please indicate when the sites were they last desludged, if known.
Answer - Some may have been desludged in the last 10 years with the majority of them having not ever been desludged according to available records.
5) Please indicate which sites have onsite access to fresh water available for washdown? If no on site water is available, please provide the approximate location of the nearest standpipe (commercial supply).
Answer - Assume Washdown water available at Water and Waste Water treatment plants.

Do you have any drawings of the lagoons to determine their design depths?
Are you looking for new detailed survey drawings showing the bottom of the ponds or just primarily looking to report on sludge depths, volumes, composition, and disposal options?

Good afternoon, please find below your answers.

A - In respect to the IPWEA Level 1-3 inspections from Practice note 7 Water Supply & Sewerage, Level 2 is appropriate.
Q - Do you have any drawings of the lagoons to determine their design depths?
A - Unfortunately drawings are not available
Q - Are you looking for new detailed survey drawings showing the bottom of the ponds or just primarily looking to report on sludge depths, volumes, composition, and disposal options?
A - This tender does not require detailed new survey drawings to be completed. Please refer to the “Requirements” section on Page 1 of Part 5 – Scope of Works document for project requirements. This section does require a detailed lagoon volume and capacity.

We note there is a requirement for tenderers is to have min. $5M Professional Indemnity Insurance. Can you please advise whether this is a non-negotiable requirement for tenders to be considered?
We don’t carry this type of cover, however the scope of works in the tender is consistent with our core business capabilities and services, and we don’t believe this is a critical requirement for carrying out these types of works. We will include details of our methodologies in the tender submission, and would be happy to provide you with any further details if you need.

Upon review of the Scope document that outlines the lagoon systems at each location and comparing the number of lagoons with the Schedule, it has been identified that there are additional lagoons in the drawings for the following locations:
Carpentaria Shire:
- Normanton Pondage: Details 4 ponds in the schedule, which we assume are the lagoons on Sports Grounds Dam Road (please confirm), but the scope outlines several in this township (2 on McIlwraith St and 7 on Burke Developmental Rd), please confirm whether these lagoons need to be assessed, and if so, update the schedule accordingly.
- Karumba Pondage: Schedule does not have allowance for the 2 lagoons at Karumba, please confirm whether these lagoons need to be assessed, and if so, update the schedule accordingly.
Kowanyama Aboriginal Shire:
- Kowanyama Pondage: There is one lagoon to the north of the town off Koltmomun St, please confirm whether this lagoon need to be assessed, and if so, update the schedule accordingly.
Mt Isa City:
- Mount Isa Pondage (Sheet 2): There are two lagoons shown on the last drawing, these are located off Barkly Hwy, please confirm whether these lagoons need to be assessed, and if so, update the schedule accordingly.

After review of the additional information I have been unable to find any further information on Quilipe and Eromanga lagoon systems. Furthermore, they are not included in the revised Pricing Schedule spreadsheet.
Can you please confirm whether these lagoon systems are to be priced as part of this bid? And if so, can you please provide similar details (such as location and number of lagoons) and update the pricing schedule accordingly.

Since there is currently no tender for desludging—only for the assessment—we do not see any conflict of interest that would prevent bidders on the assessment tender from also submitting for a desludging tender if one is later issued.

Good afternoon please find following the answer of your questions.
As there are 10 Councils involved, the Environmental Policy will change from shire to shire.
I have complied all the relevant environmental documents into a OneDrive link that the tenderers can access for the next few months.

The only council I haven’t heard back from at the moment is Doomadgee, as soon as they let me know if they are using Local Law 3 or have their own policy, I will update their folder within that information.
