Mount Isa City Council invites tenders from suitably qualified tenderers for the construction of DRFA restoration works on the below listed roads.

1. Bortala Road

2.Gunpowder Road (DRFA Works + Culvert Replacement Works)

3.Mount Oxide Road


The roads must be completed in the order of precedence listed above and dates submitted for completion of each individual road will be listed in the Contract as a milestone date.

Contract award date: 28th March 2025

Question:
Hi,

For the Rock Protection (general) the works technical specification indicates =300mm size rock.

For the Culverts the following is indicated on the drawings for scour protection rock and rock bridge material:

= Scour Rock Protection D50 =300mm size (to meet MRTS03 – Clause 35.5)

= Scour Rock Protection D50 =200mm size (to meet MRTS03 – Clause 35.5)

= Subgrade Rock Bridge D50 =75mm size (to meet MRTS03 – Clause 35.5)

Please confirm is there is a min and max sizing for the rock being supplied for each of the above. We are reviewing documents, and checking if we have missed.

Please see the answer to your question -

Where a D50 Rock sizing is specified on the project drawing, the D50 value supersedes the sizing referenced in the general specification.

There is no minimum or maximum sizing specified for D50 Rock. The value shown is the median diameter of the required stone - the quarry supplier should be able to assist further in this regard.

Hi

we are seeking advice on where MICC would like the tenders to capture the following item costs in the BOQ for required items for works.

= Accommodation and food - typically we have in past embedded this cost as part of the defect unit rate. Please confirm this is the preferred? If alternatively, it is preferred we place in the preliminaries (mob/demob), could an overview on billing requirements for cash flow forecast be provided (i.e. 50% of mob/demob, then 30% during works and 20% on demob?), as required in submission.

= As part of preliminaries site specific WH&S (site based management plan) and Quality Management Plans are required to be submitted. Please confirm which BOQ line item MICC would like us to tag these items to.

Council would suggest that any contractor quoting for these packages, would look to embed the costing within their unit rates. However, it is up to each contractor to work out where they wish to incorporate this costing.

in SOW drawings Pit 20 is nominated for Mount Oxide Road, and in the road mapping Pit 21 is nominated. Presently we have assumed Pit 20 is the source pit for Haulage and working. Could you please confirm our interpretation is correct.

Question:
Hi – regarding the Culvert works and managing road access for GunPowder Traffic, while constructing the culverts and allowing 7 day curing durations. The entire length of the culvert and width of the road will need to be closed to allow the construction to achieve quality and maintain safety of the site. Are we permitted to construct unsealed side access tracks to cater to traffic? If yes, does the Superintendent have cleared zones permitted / approved to allow the side access tracks to be constructed, and where in the BOQ would you like the temp side track works to be captured. If no, who is required to obtain permits (noting this may be a lengthy process) and/or is there restrictions / requirements on development of traffic management for the culvert works. Thanks

Good afternoon, please find the following answers to your questions.

Answer 1:

• Side tracks will be permitted, pending review of the contractors proposed temporary works arrangement.

• Sidetracks should remain within the existing road corridor - with any disturbance to existing vegetation to be limited wherever possible. Sidetracks to be removed on completion of works.

• Disturbance to vegetation may require cultural heritage approval by the Traditional Owner group. As such approval would relate to the Contractor's temporary works, any delays due to CH approvals would not be considered a qualifying cause of delay.

• Attention is drawn to the typical users on this road (Gunpowder Mine). Sidetracks must be constructed to ensure the passage of the regular road users.

• Alternatively, The Superintendent will also permit construction joints to be installed in base slabs (pending review and approval of the proposed arrangement by the contractor) to facilitate alternative construction methods.

Answer to your question.

• To avoid duplication of scope, generally, the intent was that the surfacing works occur with the corresponding QRA Line Item (E.g, Site 3 corresponds with Line 122 on the Form 4).

• On Sealed Sections, we have updated the BOQ to include Pavement Types 1 and 2, at Sites 1, 2 and 5. [Ref Pay items F17, F18, G17, G18, J17, J18]

Good morning. For the Gunpowder Rd pricing schedule, the below culvert replacement sites appear to be missing the following items. Can MICC please advise if these items are required and if so, please provide a revised pricing schedule to reflect the additional items?

a). Culvert Replacement – Site 3 (asset 23) – Drawings 149-037-C302 and 149-037-C303 shows the requirement for new pavement types 1 and 2, however these are not provided in the pricing schedule.

b). Culvert Replacement – Site 4 (asset 63) – Drawings 149-037-C402 and 149-037-C403 shows the requirement for new pavement types 1 and 2, however these are not provided in the pricing schedule.

c). Culvert Replacement – Site 6 (asset 74) – Drawings 149-037-C602 and 149-037-C603 shows the requirement for new pavement types 1 and 2, however these are not provided in the pricing schedule. Thank you.

To avoid a duplication of scope, pavement reconstruction for sites 3, 4 and 6 is considered included in the associated REPA Pavement line item, at the same chainage as the Culvert.

For example, Pavement at Culvert Site 3 corresponds with Line 122 on the Form 4.

Question:
Good afternoon. Response Schedule I (Program) dates in 6 g) that we are to include a minimum of 10 working days allowance for undertaking safety repair works. This scope is not identified in the General Specification, Scope of Works, or Technical Specification. Please advise what the Contractor is required to do for this 10 day allowance so that we can price this work accordingly. Also from a programming point of view, when is this 10 day allowance to occur, ie at the start or end of the project? Does this become a constraint to the commencement or completion of other works? Answer below;


The 10 working days allowance is associated with clause 10.2 (c) of the General Specification and Item 5 (paragraph 2) of the Technical Specification to address safety hazards not caused by the Contractor along any of the assets associated with the WUC.

This is a pure time allowance to be made in the program and any associated costs will be priced through the standard variation procedure.



For complete clarity, an update to the Technical Specification is to be made per the below:



AMENDMENT TO: Technical Specification Item 5 – Haulage Routes (paragraph 2)



Delete the existing paragraph:

“The Contractor shall ensure the safety of all pedestrians and vehicular traffic affected by the execution of the WUC, in accordance with Clause 21 of the General Specification. If the Contractor's haulage or associated activities create a safety hazard on any public asset, the Superintendent may issue a Direction to undertake immediate hazard rectification works. Appropriate signage should be installed immediately as a minimum to warn road users of the Hazard. The Contractor must complete any such rectification works as soon as possible, within 72 hours of receiving the Direction. Time taken to complete these repairs is in accordance with clause 10.2 of the General Specification.”



Replace with the following paragraph:

“The Contractor shall ensure the safety of all pedestrians and vehicular traffic affected by the execution of the WUC, in accordance with Clause 21 of the General Specification. If a safety hazard on any asset associated with the WUC is identified, the Superintendent may issue a Direction to undertake immediate hazard rectification works. Appropriate signage should be installed immediately as a minimum to warn road users of the Hazard. The Contractor must complete any such rectification works as soon as possible, within 72 hours of receiving the Direction. Time taken to complete these repairs is in accordance with clause 10.2 of the General Specification.”

For pricing schedule item A6 - Material resource testing in accordance with the specification (per pit), the quantity is given as 1 pit however there are 2 pits identified for the works. Can council please confirm that our rate is to be per pit and will be applied to the number of pits utilised for the works?
